Abstract
This paper aims at examining the actual process of formation of local governance in Japanese regional cities; Kanazawa City, Takamatsu City and Matsuyama City. In Kanazawa, the process of the implementation of urban regeneration policy is characterized as the corporatist plan-led approach, that of Takamatsu is characterized as the market oriented project-led approach and that of Matsuyama can be characterized as the bottom-up initiative approach. In the case of corporatist plan-led approach, the involvement of wide range of stakeholders is a key issue, while in the case of market oriented project-led approach, the formation of the arena for local governance is of decisive importance. In the case of bottom-up initiative approach, it is found that the flexible networking among the city government, the private sector initiative and civic sector initiative is needed.
