Abstract
This study examines the rebuilding process that followed World Trade Center(WTC) 9.11 2001 attack in the Lower Manhattan area of New York City,focusing on the planning process and stakeholder involvement, a good case study for collaborative planning. Addition to LMDC,professional groups played significant role in coordinating with the many stakeholders to ensure each stakeholder's value would be reflected into rebuilding plan. What is more important is that professional groups present several scenarios and alternative plan from various aspect of vies, and this made rebuilding plan more comprehensive. Govenor Pataki controls the final decision process, and this proves that it is essential to give authority for coordinating body to implement collaborative planning.
