Abstract

The legal framework on waste management, as well as strategies being employed in Germany are summarized based on a report by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), interviews with waste management agencies, and seminar materials on waste management in Europe. Landfilling of untreated municipal solid waste has, in principle, been banned since 2005. Waste for landfills must fulfill the specified classification criteria and must be landfilled into either Landfill Class I or II. This paper describes the current situation of MSW incineration and MBT disposal in Germany, as well as the characteristics of incineration ash and MBT residue. The characteristics of MBT residue are similar to that of incombustible residue from Japanese resource recovery facilities.
