抄録

Recently, commissions for operating and maintaining general waste treatment facilities are increasingly being given to the private sector. This paper introduces basic data on the operation and maintenance of general waste treatment facilities in Japan in order to show the present status. The background for the current trends and reasons are discussed here. There are some special aspects related to the field of general waste management. Municipalities must take responsibility this field. The waste management business is likely to be affected by various factors including environmental protection and recycling practices, lifestyle, quality and quantity of waste being treated. Issues which need to be solved through the commissioning of work, taking into account the unique aspects of waste management, are discussed; and other issues such as risk sharing, contract conditions, grounds for VFM and monitoring methods have also been listed up.
