Abstract
This article tries to discuss the role of mayors and local governments in town planning and local vitalization, under the current of decentralization and public participation. Several cases, in which mayors' strong leadership are found, are introduced: Miyazaki-prefecture, Aya-town, Nishimera- and Nango- villages. Based on these cases, the results of the policies and the leaderships of mayors are evaluated. It reveals the difficulties in obtaining the aimed result, succeeding the planning concept. Finally, this article pointed out that 1) the ability and positiveness of local governments are important, and that 2) the leadership of mayors is expected to contribute toward maintaining policies.
