Abstract

This study is intended for "The system to offer the district plan" established in 2002. This system is one of The City Planning that the residents can take the initiative in deciding a plan. The cities establish the ordinance of a method that offer the district plan to cities, then resident can use this system. However the ordinance is not advanced to establish. This reason is the city planning proposal system that established in 2003 on city planning law, resident does not need the system of offer the district plan. Even if it is so, this ordinance works to promote the "Machidukuri" by resident. Some cities establish the ordinance that make a system of establishment of "Machidukuri" conference by resident and make a community plan, and cities decide the district plan to a legal binding force in city planning. I think that is a hint of initiative by resident in city planning.
