Abstract

 Throughout Japan's history, people have improved rivers and built a civilization founded on rice cultivation and agriculture, and society has developed accordingly. Particularly since the years following the age of the provincial wars and the early Edo Period, when rice paddies began to be developed on the flood plains of major rivers, repeated attempts have been made to fix the cources of major rivers and build river levees to protect the major flood plains. In line with trends, the population and properties have accumulated on the flood plains as urbanization and industrialization have progressed since the Meiji Period. Today, around one-half of the population and three-quarters of properties are located on flood plains protected by river levees. River levees are therefore important infrastructures that protect our country's people and properties.<BR> This paper deals with river levee systems that have a long history, and outlines the results of studies and discussions conducted on rivers about the basic matters relating to river levee system development and management in the future, in comparison with the situation in other countries that protect their national land with river levees.
