Abstract
A road network is frequently interrupted by a disaster. Even in that case, to transport the victim to medical facilities certainly and promptly, first of all, we must secure the route between the OD pair. In addition, recently the doctor's lack and uneven distribution become problems. Therefore, a criterion to arrange a proper number of doctors in each city is necessary. The purpose of this paper is to develop an accessibility index for measuring connectivity between the cities and opportunity of the cities. Furthermore, using this index, we propose a planning model to find out the optimum arrangement of doctors in the network. Then, applying the index and the planning model for hypothetical networks, we make sure the behavior.
