Abstract
The important role of regional planning is increasingly recognized as globalization advances and the concern for global environment issues are commonly accepted. Yet, the institutionalization of regional planning is not on the track in Japan. Against this background, this study aims at, firstly, reviewing current discussion and the policy implementation in EU towards regional planning, secondly, proposing the concept of linked city-regions and trying to apply this concept in Japan, thirdly, examining the possibility of the formulation of regional governance focusing on the regional innovation policies through case studies. It is found out that linked city-regions beyond the functional urban areas demarcated based on daily commuting in many regions not only in the mega city-regions such as Tokyo and Osaka and there is a genesis of regional governance in those linked city-regions.
