Abstract

Utsunomiya City is one of the front runners to introduce a new LRT system aiming to create an attractive and sustainable city. Recently, citizens' voices are increasingly reflected in the city planning process, and it is crucial to provide citizens with appropriate information of LRT. The purpose of this study is to examine the alteration of citizen's consciousness in the case of better understanding about the future image of LRT. Based on the acknowledgment, we propose the three-step planning processes with due consideration for the consensus building. According to the field survey in Utsunomiya, it is clear that the progress of citizen's comprehension promotes the attitude formation of pros and cons to the planning of LRT. Therefore, it is necessary to encourage the better communication among concerned parties with appropriate process.
