災害の中を生きる困難と生活不安 －首都圏に住む重度障碍児者の東日本大震災での経験の特徴－

東日本大震災時に首都圏に住む重度障碍児者が経験した困難や生活上の不安を明らかにすることを目的に,重度障碍児者とその家族8名を対象にインタビュー調査を実施した。その結果,大地震とその後の計画停電によって重度障碍児者が遭遇した出来事から,《災害発生時の中で生きる困難》と《不測事態の中での生活不安》のカテゴリーを抽出し,《災害発生時の中で生きる困難》は〈生命維持の困難〉,〈帰宅困難〉,〈避難困難〉に,《不測事態の中での生活不安》は〈代替方法が見つからない不安〉,〈生活時間が組み立てられない不安〉,〈社会的サービスの利用を制限される不安〉に分類できた。そして,これらの結果から災害時の備えを検討した。

This study aims to clarify the difficulties and worries that severe mental and physical disabled people who live in the capital region experienced during the Great East Japan Earthquake. An interview survey was conducted with eight subjects, severe mental and physical disabled people and their families. The results were as follows : two categories, "Difficulties of survival when the disaster occurred" and "Worries about life in unforeseen circumstances," were extracted from the happenings that severe mental and physical disabled people experienced due to the massive earthquake and the planned power outage afterwards. "Difficulties of survival when the disaster occurred" is classified into the following three subcategories "Difficulties of life-sustaining", "Difficulties of going home", and "Difficulties of evacuation". "Worries about life in unforeseen circumstances" is also classified into three subcategories "Worries that they cannot find an alternative", "Worries that they cannot make daily plans due to uncertainty" and "Worries that the use of social services is limited". Preparedness during the disaster was examined from these results.
