Today, local-cultural-activities are more and more popular, especially because of local governors’ enthusiasm to promote arts and culture, and timely supporting program of Ministry of Domestic Affairs. Historically, in Osaka-hu, Hyogo-ken and Saitama-ken etc., first policy on cultural promotion started in the 1980’s and spreaded over the country. Originally this policy was so simple that 1% of construction was spent for providing artistic merits to the libraries and city-halls. For promotioning that, culture-administration divisions were set up in governors’ secretariats instead of Board of Education in the 1980’s. By promoting local cultural activities and building public cultural facilities, new scientific decision-making-system, namely planning, carrying-out and reviewing, have been formed. In this paper, we take Okinawa-ken as a case-study on forming scientific decision making system. Okinawa has many islands and various localities. The Governor established Okinawa Advisory Committee for Cultural Affairs in 1979. In according to this Committee’s advice, Governor promotes regional cultural activities, including organizing festivals, supporting artists and building core cultural facilities. To this committee, the Governor reports the results of carrying out. Upon the basis of the Governor’s report, the committee reviews cultural administration. We recognize a serried of decision-making-system, planning, carrying-out and reviewing in Okinawa-ken. But the standard for reviewing is vague by reason of including personal philosophy. It is necessary to intoroduce scientific decision-making-system to cultural administration in place of intuitions and tastes.
