The purpose of this study is to clear the actual state and problems of home help service by citizen participation through survey of voluntary groups. The findings of this study are as follows : 1) A lot of home helpers by citizen participation come to know the activities through "member, " "mass media, " "acquaintance" and participate in the activities from their motives; "interest in welfare, " "self-realization" and "security of life." 2) Most of them think their activities connect with the making community to live in comfort and their activities supplement service which administration can not deal with. 3) They regard the activities in itself as subsistence resource for protection, not intend to deal with needs and risk through subsistence resource formed by depositing hours in offering service in the group. 4) They use the service because they can always use service and they can be close to each other and they can be helped kindly. 5) Some of them consider that service offerers are on an equal footing with service user. 6) It is possible that the activities extend through friends participating the activities for a certain time after the activities become operation, but at next time there are instances where the activities do not extend. So, it is an important problem how they develop the activities at next time.
