Since the 1950s educational administration in America had been dominated by the spirit of positivism in the form of the 'Theory Movement'. The aim of the movement was to establish ultimately a general theory which would produce control over the administrative behaviors on an objective scientific basis. But Greenfield insists that the value-free science within the limits of positivism elides the moral complexity that flows through the administrative context and sets aside the central issues which lie at the heart of the administrative world.
