Abstract

In recent social movement research, the general idea of "framing" is widely used to understand people's discontent. Much argument is being made about the strategic priority of the frame of movement that supporter's mobilization became possible as a result of "effective framing" on the movement and the leaders.<BR>However, these arguments lack an analysis on the cognitive mechanisms of the participants' side. In this paper, in order to avoid a tautological argument, I use the diagram of alignment the frame of the movements' side with the cultural bases of the receiver.<BR>By casing in environment movements in the suburbs of the city in Sapporo City and Ebetsu City, Hokkaido. I examine "cultural bases" of movements identified as the receiver's collective memory, organizational culture, and collective identities. Then I attempt a cultural explanation to the question of why people participated in the protest activities.
