Abstract

To preserve and improve the safety level of railway systems, it is necessary to introduce a management system aiming at the target risk level. First, we analyze the fatal accidents occurred during past fifty years in Japanese railways, and show the actual risk level caused by accidents. Next, we classify the risk into two types ; R_A being due to the voluntary acts and R_B being suffered from accidents, and propose two levels corresponding to each type of risk, that is, tolerable risk level (per year) ; R_<A1> and R_<B1>, and acceptable risk level (per year) ; R_<A2> and R_<B2>. Last, we will examine the adequacy of the proposed risk levels.
