The wind structure in lower atmosphere associated with the wind resistant design of high-rise buildings has been investigated by Doppler sodar in Okinawa since 1994. The measurements are carried out in thirteen typhoons, among which four typhoons are selected to discuss mean wind profiles. The results of the observation show that the wind profile consists of two layers; the lower one to fit power law and the upper one with the constant velocity. The velocities in the upper layer coincide with the observed data by rawin sonde, and also with the theoretically estimated gradient wind. Furthermore, the bottom of the upper layer locates at comparatively lower altitude than the empirically known gradient height. It is emphasized that the layer of constant velocity equivalent to gradient wind possibly descends in extraordinary case to a height less than 100 meters in typhoon winds.
