Abstract

「国立大学附属学校における安全管理の在り方に関する調査研究会」は,学校の安全管理に関する状況や管理職・教員の危機意識などを探るために調査を実施した。その調査のうち,大阪府下の公立小学校(管理職123名,教員622名)を対象とした部分を詳細に分析した。附属池田小学校児童殺傷事件前後を境として,変化しなかった項目,管理職と教員との比較,教員の年齢と危機意識との関連および学校規模による意識の差についての観点から検討した。その結果,不審者訓練や研修が低調であるこど,教員の校内巡視,緊急連絡網の作成,心のケアのスキルアップが困難であること,安全指導は,若年層の方が消極的であること,校門の管理などの安全管理は,大規模校の方が困難であることなどが問題点として明らかになった。

The group of researching of what should be prepared for improving the safety in Attached Schools to National Universities had tried to take a survey on the present situations of consciousness about safety in school and the management in the case of crisis in the relation to the staffs of the managerial post and other staffs' of each schools. In this article the data which was obtained from above research is made use of further, mainly the data for the questionnaires from the municipal elementary schools is analyzed, and the. objects of analysis are 123 staffs of managerial post as well as 622 other staffs, are objects. The points of the analysis are the change of consciousness after the incident in Ikeda Elementary School attached to Osaka Kyoiku University, the unchangeable items of consciousness, the comparison between two generation cohorts of staffs, the differences about with the sizes of schools. The finding problems are following below. The training and practice against the trespasser and patrol inspect in school, the system about the connection among staffs, parents and community in the case of emergent crisis and the improvement of skills of caring for mental health are not enough. The younger staffs hold less positive consciousness for the .education relating to school safety, and the larger scale schools seems to have the more hardship about the limitation of the school gate.
