The aim of this paper is to find out the general tendency between the city size and the public administrative services (PAS) in present Japan, thereby to evaluate PAS of a city from point of not only the actual value of PAS but also the standard value of PAS which takes the city size into consideration, and to estimate the effects of merger of municipalities on PAS. PAS has one total category and four sub-categories (public utility charges, welfare and medical service, education, infrastructure) which have 4-10 items respectively. The main results are as follows. (1) There is the general relationship between the city size and PAS which means "upward convex", i.e. as the population of a city increases, the PAS of the city also increases rapidly in the range less than about 500 thousand inhabitants, but increases moderately in the range over than about 500 thousand. This relationship holds good in all categories of PAS with the level of significance 0.01. (2) The standard value of PAS in a city is very useful in the evaluation of actual value of PAS in the city. (3) The merger of municipalities betters PAS by about 3-4% in the estimation of model cities which are typical in Japan.
