This study has the following two purposes. First, using welfare statistics, because primary statistical data is not yet commercially available, it seeks to clarify the household expenditures of elderly persons who are receiving livelihood protection (welfare support) and households of low-income elderly. Second, it seeks to validate the usefulness of the statistics for social welfare policy for the elderly and to point out problems in the statistics as well as points to be improved. The study clarified that both the incomes and expenditures of households of the elderly receiving livelihood protection have been increasing over the last 20 years, but that both the incomes and expenditures of households of low-income elderly have been decreasing for the last seven years (from 1996). In both groups the percentage of income used for non-discretionary expenses such as "food," "housing," "utilities,"and" medical care" was high. The statistics used should be made public data open to diversified statistics users, and the method for extracting samples for the survey should be clarified. One point for improvement is that the original report should contain explanations of the terms and divisions used in statistical tables.
