母子家庭を対象とした福祉施策は，Iきめ細かな福祉サービスの展開」と「自立・就労の支援」 を中心とした施策に転換された。その背景としては，高齢社会化にともなう社会保障費の増大と政策 における思想的な背景としての新自由主義，市場主義の影響が指摘できる。母子家庭の経済的な現状 としては，国民生活基礎調査では，2003 年の母子家庭の 1 世帯当たりの平均所得は全世帯の平均所得 の半分以下しかない。シングルマザーの就業率は非常に高いが，非正規雇用者の割合は一般就労者よ り高く，近年進行した雇用の多様化は，就労する条件としては不利になりがちなシングルマザーによ り厳しい影響を与えている。岡山市のシングルマザーを対象とした聞き取り調査からえられた課題と しては，資格があっても残業や夜勤のある仕事には就きにくいこと，パソコンの練習をしたくても購 入しにくいこと，転職や就業条件のことなどで相談に行きたくても行きにくいこと，養育費の確保が 困難な場合が一定程度含まれると考えられることなどをあげることができ，特に相談機能の弱さを補っ ていくことと，母子家庭への情報提供のあり方として，情報が単にそのまま提供されるのではなく， 必要な情報をその意味するところも含めていか的確に伝えられるかが課題となるだろう。

A welfare policy for the fatherless family was changed into the policy that it was placed around the work support. Increase in the social security expense along with the aging society and the expansion of the new liberalism can be pointed out as a background of that conversion. The average income of the fatherless family in 2003 in the Basic Survey on National Life does not reach half of the average income of all the households. Single mother's employment rate is very high. However，the rate of the non-regular employer of them is higher than the rate of the other employer. The diversification of the employment that progressed recently gives a severe influence to the single mother who tries to get a job. The following problems were found out from the interview survey of the single mother in Okayama City. Even if she has a qualification， it is difficult to get work with the overtime work and the night duty. Even if she wants to practice a personal computer，it is hard to purchase from the economical reason. They feel the offer of the information from the public institution is not appropriately. Although the information should not be provided without considering conditions，it is important that when it is necessary，neces­ sary information is provided appropriately.
