Abstract

Although pre-war Japan had no unemployment insurance, there were several propositions for the introduction of such a scheme, and some bills to establish the system were proposed in the Diet. Furthermore, benefit systems for the unemployed in the form of insurance, though they were very small, were practiced by some local governments. This paper, analyzing those propositions and practices, shows that the planners made efforts to establish original schemes which were believed to be suitable to Japanese economic and social situation though they referred to British and German ones. It also shows that mutual aid scheme for day-workers was not insurance but a public assistance program, and the effort to reduce the financial burden of local governments made the program less useful for the workers.
