Abstract

日本の自殺者数は8年連続で3万人を超えている。自殺防止事業はこれまで殆ど民間任せであったが,政府も2006年にようやく自殺対策基本法を制定し自殺防止に取り組む姿勢を見せ,すでに取り組みを開始した自治体もある。フィンランドは1980年代後半ハンガリーに次いで自殺率が高かったが,1987年に国の主導で自殺予防プロジェクトを立ち上げ,自治体が中心に実施し,10年かけて自殺を減少させた。本稿では,日本ではまた知られていないフィンランドの自殺予防プロジェクトの内容,実施方法と成果を国と自治体の連携のあり方を中心に検討し,これからの日本の自殺対策の施策を模索する上で何を学ぶことができるか考えていく。

In Japan the government took the first step towards preventing suicide by enacting a suicide prevention law in 2006, after more than 30,000 suicide cases were recorded every year since 1998. Finland was the first country to prepare and implement a national programme for suicide prevention. Faced with the highest suicide rate of young men in Europe, Finland started a national suicide prevention project in 1987. The first step was to examine all the suicide cases that had taken place in the previous year. The project lasted ten years, in close cooperation between the government and municipalities, and in 1996 Finland succeeded in reducing the suicide rate by 17.5% from the level of 1990. The aim of this paper is to study the aims, contents and methods of the Finnish programme for suicide prevention, focusing specially on the cooperation between the government and municipalities, and to ponder what we can learn from the Finnish experience to reduce the suicide rate in Japan.
