Toyo Fujimura found her health recovered by teaching Normal Gymnastics to children in elementary school which she studied in Women's Higher Normal School, so she became a teacher of gymnastics and looked up to both Gendo Tsuboi and Chujiro Takahashi as her leader. She got a position in Tokyo Women's School of Gymnastics and Music in 1904, received the letter of attorney from Principal Takahashi who went to America in 1906 entrusting her with management of the school that had been depressed, and became the reviver, taking office as the Principal, having the closing order of the school abolished in 1908. Then, she revised the regulations; following Takahashi by both amending once reveised regulations after Takahashi's visit to America and increasing the weight of play, reinforcing the curriculum by extending the term, and as Toyo's unique idea, requiring that the students should be pioneers of improving clothes. In the revision in next year, each courses of study was defind and the term of all courses was decided to be one year, office work was rationalized, and the policy to look for students widely was carried out. To absent themselves from gymnastics during menstruation, to wear uniform, and to introduce the system of having all students compulsory live in the dormitory for study and character building were expression of Toyo's idea. That is when she moved the schoolhouse, and Fujimura family began to help her. Therefore, It may be said that building up the foundation of revival by Toyo Fujimura started in February 1908, further, Toyo's educational policy was introduced in March 1909, and then things were settled for the time being.
