In Japan, small and medium-sized enterprises (SMEs), as well as big companies, are required to introduce the Business Continuity Plan(BCP). The reasons are that the risk of earthquakes and other natural disasters are widely concerned, and that large companies often depend on continual supply from SMEs for their products. But the ratio of the SMEs that have introduced BCP is still small. The author studied the effectiveness of the present BCP guidelines for SMEs, and found out some problems that SMEs often faced. Based on this study, the author has developed the "BCP Step-up Guide for SMEs" with members of the Business Continuity Advancement Organization. The Tokushima Prefectural Government adopted this guide in their official disaster prevention guideline for companies.
