This paper presents an overview and evaluation of the ""Block-Grant"" System of educational personnel (teachers and staffs) salaries. In 2004, Ministry of Education, Culture, Sports, Science and Technology introduced this system. Although some scholars pay attention to this system, there is no research of this system based on empirical data. So, in this paper, we tried to evaluate this system on survey (quantitative and qualitative) data, especially in view of financial conditions. We show that the ""Block-Grant"" System contributes to local governments adopting a variety of educational policies in a sense. But we also suggest the possibility that this system may be used to suppress the educational personnel (teachers and staffs) salaries. The demonstration of it is an important future research agenda.
