本研究の目的は,平成17年における福祉用具使用時の安全管理の動向を明らかにすることである。対象は. 2001年に行った調査対象と同じである,千葉県印旛村を介護保険サービス地域とする福祉用具支援事業者113施設である。方法は,質問紙による郵送回答である。質問紙の回収は11件であった。回収率は15件の未着が生じたことから11% (全98件)であり,2001年の調査よりも低かった。11件の内訳は,事故事例が8件,ひやり・はっと事例が3件であった。事故の多かった福祉用具は,介護用車いすとポータブルトイレであった。動作では移乗・移動時の事故が最も多く,屋内における車いすとトイレの移乗動作時に事故が多発していた。また,事故の原因では,介護者や被介護者の不注意などの人的要因が最も多かった。返信の中には,「今回は事故報告がありません」との記載されたものも複数あった。以上の調査結果より,福祉用具に関する有害事象は印旛村においては2001年の調査時に比べて少なくなっており,安全管理や委員会の新規設置など同地域における福祉行政の向上が寄与したものと考えられる。

The aim of this study is to clarify trends in safety management when using welfare equipment in 2005. The subjects are the same as those for the 2001 survey. There are 113 provided care service facilities in Inba village in Chiba Prefecture as a part of the services of long-term care insurance in the community. The study was conducted using a postal questionnaire form, of which 11 were completed and returned. Taking into consideration 15 forms that were not delivered, the response rate was 11% (total of 98 forms), which was lower than that of the 2001 survey. Within the 11 responses, there were 8 cases of accidents and 3 cases of "Hiyari-hatto"(unexpected incidents on the brink of becoming accidents). There were many accidents involving welfare equipment such as wheelchairs for nursing care and portable toilets, with most occurring during moving patients in and out of the equipment. There were also many cases of accidents indoors when lifting patients into wheelchairs and toilets. The main cause of such accidents was human based, such as the lack of care taken by care worker and client. There were also several responses with the comment of "there are no accidents to report this time". The results of this survey show that the there were less adverse events involving welfare equipment in Inba village compared to the survey in 2001. This is thought to be owing to improvements in welfare policy in Inba village such as safety management and setting up a new committee.
