Tourism is one of the biggest phenomena in the modern world and social scientists have researched this topic from several aspects. From sociological and anthropological view, this paper focuses on the social impacts of tourism especially in the developing countries. In the case of Bintan island in Indonesia, the two types of tour-ism development coexist; the resort construction by the foreign developers and the endogenous tourism development in the local area. During the construction of the artificial resort called ' Bintan Resort', locals could not participate in the planning but forced to resettle without any substitute employment opportunity. On the other hand, regional tourism office put natural and historical resources to practical use with the cooperation of local communities. Examining the media like brochures and websites, the way to describe the value of Bintan as a tourism destination differs between developers and locals. What is the ideal figure of tourism and what is the tourism impact for 'people'? Based on the field research to clarify the multiple voices toward tourism, I would like to suggest the way of corroboration between the two types of tourism for the sustainable development in Bintan Island.
