Abstract

The study aims to show the realities and the problem of the consumer center and the consumer administration in government-designated major cities. In autumn 2008, we conducted the questionnaire survey and the interview and facilities survey on its local-consumer administration. As a result, we found the realities outlined below; 1) local-consumer administration is in a special section and has consumer center, 2) it has a full-time employer for every 100,000 people, 3) it has Consumer Municipal Ordinance in connection with Consumer Basic Act and Consumer policy Council, 4) an administrative budget of the consumer policy per person for one year is over 50yen (this fiscal year, 100yen), 5) it has counseling rooms and a reference room and a consumer organizations room etc., 6) its consultants ask for consulting hours for over seven hours on weekdays, 7) they also ask for consulting hours on weekends, 8) Most of the consultant is a non-regular employee staff, and the consultants employ 0.6 real advisers for every 100,000 people, 9) the consultant's hourly wage is about 1,570yen, 10) some consultants can take annually a training-course in the National Consumer Affairs Center of Japan (NCAC), and month by month in the local-consumer administration.As a problem, any government-designated major city doesn't reach all realties taken up here. When the improvement of each government-designated major city is necessary, it is possible to arrange it.
