The value of application of floating construction is recognized widely, but those projects of effective utilization of marine space are still at the planning stage. Complying with the demands of the society is required in order to realize a conceptual design of floating construction for next generation as social infrastructure. Defects in the infrastructural system of large city have been exposed after the havoc caused by Hanshin-Awaji earthquake disaster in 1995. So it is urgent issue to build up a strong infrastructure as reconstruction of large city enough to survive the disaster. The experience of Hanshin-Awaji earthquake disaster has shown that the relief from sea for an afflicted district is highly effective. From the viewpoint of this, the floating rescue base is proposed through taking below approaches in this paper. First, the functional requirement is planed out through taking the value engineering analysis of the report of sufferers on Hanshin-Awaji earthquake disaster. Secondly, the prospects of the action of sufferers and the activities of rescues in the earthquake disaster are analyzed due to the multi-agent simulation. Finally, a conceptual planning of the floating rescue base is created.
