Abstract

Regional center cities in Japan are facing changes to the traffic environment on a variety of levels. This paper discusses the transformation in office locations due to such changes in traffic environment taking into account the type of industry and function of the offices. As the study area, the Maebashi-Takasaki region was selected because the region is representative of high-speed transportation networks and developments in motorization. The period of analysis was from the early 1980s to the present. As a result of this analysis, three points became clear. (1) In the Maebashi-Takasaki region, it was confirmed that the office location has tended to spread due to a change in the traffic environment with motorization. This tendency fits with a company strategy to reduce land costs by relocalization, a trend which looks set to continue in the future. (2) Office locations are clearly spatially differentiated by the type of industry and function. In urban areas, companies that perform business hub functions are located in the center of the city. On the other hand, companies that perform labor-intensive functions are located in suburban areas. When comparing between cities, cities that are terminals of high-speed transportation networks attract more companies that perform business hub functions, compared to cities without them. (3) The office locations in suburban areas tend to gather in places where the traffic environment is most convenient. For this reason, suburban business areas are formed around the most convenient traffic environment.
