Abstract

In Japan, parents have been implementing system change requests and social welfare activities because public measures and policies to support community lives of persons with intellectual disabilities are fragile. This study seeks suggestions as to how or what the supports should be, from the view of relations of parents and children with intellectual disabilities, through these social movements. The paper first points out issues contained in the relations of parents and children with intellectual disabilities and clarifies the process of change in the parent-child relations through the observations of personal changes which the parents experience in social activities. In addition, it describes that the parents' social welfare activities, including small-scale workshops, did not result in the solution of the "problem after parents' deaths." Lastly, this paper concludes that it is necessary to support the persons with intellectual disabilities in such a way that the surrounding people appreciate the persons with intellectual disabilities as independent individuals.
