森林教育実施主体としての林業研究グループの現状と課題

近年,一般市民を対象とした森林教育の充実が望まれる中,林業普及指導事業にも森林教育の実施主体として機能することが期待されつつある。林業普及指導事業では,1990年代より,普及の対象に一般市民を加えるとともに,一般市民を対象とする普及活動においては,林家や林業研究グループが直接的な実施主体として機能することが企図されてきた。本論文に際しては,こうした現状を踏まえ,まず,林業研究グループの現状を把握し,それをもとに,林業研究グループ自身が森林教育の実施主体としての活動を望むものであるのか,さらには,その機能を有するものであるのか否かを検証し,そして,この機能の充分な発揮を妨げる要因を把握することを主な目的としている。調査は,全国の全ての林業研究グループ(1,487グループ)を対象として,郵送による質問紙法によって実施した。その結果,[◯!1]多くのグループで活動が停滞しつつある。[◯!2]休眠あるいは解散を余儀なくされるグループが頻出している。[◯!3]グループの多様化が進み,活発なグループとそうでないグループの格差が増大しつつある。[◯!4]会員規模の減少などの事態を招きつつある。という林業研究グループの現状が明らかとなった。さらに,森林教育の実施については,[◯!1]既に一定のグループが実施実績を有すること,[◯!2]しかしながら,一般市民を対象とした実践のための研修等については極めて不十分な状況にあるということが確認され,林業研究グループは森林教育の実践主体として期待される存在でありながらも,実践の充実を期する上では多くの課題を有することが明らかになった。

While the results of forest education among the common citizens, especially young people, have been eagerly awaited, it is also expected that forestry leadership spreading projects should function as one of the forest education institutes. Generally, in forestry leadership spreading projects beginning from 1990, not only was the participation of the citizens expected but the role of forestry study groups was also anticipated as a vital practicing body. In this paper, first of all, the present situation of the study groups is considered. Next, based upon the situation, we will investigate whether they would like to act as the main medium for forest education or not. Lastly, this paper discusses the chief obstacles to the activities of this kind of citizen participation. A questionnaire sent to 1487 forestry study groups in 2009 as used as the main data. By analyzing the data, the following facts were found. [◯!1]Most of groups are not so active. [◯!2]Some groups have been forced to dissolve. [◯!3]There appears quite a gap among the groups because of the difference of their directions, merits, kinds and scales. [◯!4]It is not enough for the members to communicate to each other but they also need some kind of morale to share. On the other hand, as for the present situation of forest education, the following four points are made clear. [◯!1]Some groups already have actual results, but [◯!2]the system or the scheme for training the citizens in the practice of forest education is not sufficient. From this survey of the above facts, we can conclude that in spite of the fact that the forestry studying groups are supposed to exist as one of the key elements for practicing their activities, they are not so well organized to keep up with the real situation in this country and there are quite a few problems to solve among them.
