In recent years the ratification of the Treaty of Rights and Dignity of Persons with Disabilities has been discussed to reform special education system. This study compared the awareness of the special education teachers of the Japan and Korea. School systems of Japan and Korea are similar. As for the awareness both Japanese and Korean teachers have almost similar orientations. Japanese teachers show more enthusiasm and vitality than professional skills in teaching. However, Korean\teachers rather favor the professional skills. Japanese special schools allow teachers to teach without special education license. Team work of teachers is emphasized in Japanese special schools. On the job training(OJT) is valued in Japan. In Korea, special education license is a “must” to teach in schools. Licensed teacher is in charge of a class, and eventually professional skills are vital in Korea.
