Abstract

The purpose of this article is to understand the turning point of enrollment expansion policy in the Ministry of Education as well as the promotion of enrollment in the provinces. This article will analyze these topics by comparing expansion of school enrollment in the 1890's and expansion of school enrollment in the 1900's. Previous research has already been accumulated about the approval of the Imperial Ordinance relating to Elementary Schools. This research deals with the school enrollment expansion plan that stemmed from the enactment of the Imperial Ordinance regarding Elementary Schools and it's progress from the end of the 1890's. However, the interaction of the centralized educational system policy and the development of local policy has not been explained thoroughly. It is necessary and indispensable to identify and distinguish between the methods of implementation and conflict inherent in enrollment expansion of policies of the Ministry of Education, the prefecture, and the city. The following conclusions are made in this article : 1, There were contradictions regarding the expansion of school enrollment between cities, counties, prefectures, and the Ministry of Education, even within the various levels of administration. 2, The understanding that the expansion of school enrollment changed after June 1899, caused by deregulation of enrollment requirements and debate over the enactment of the Imperial Ordinance regarding Elementary Schools. 3, The Ministry of Education and local administrative authorities began to coordinate their efforts on elementary education policies after 1900's, working on increasing enrollment.
