Abstract

In this paper, we have conducted theoretical studies regarding the realities of the policy evaluation conducted by local governments in Japan. Local governments first introduced the policy evaluation system more than 15 years ago, with the national government introducing the system five years later. According to a survey conducted by the Ministry of Internal Affairs and Communications, the number of local governments introducing the evaluation system has been steadily increasing since 2002, with more than half of all local governments operating some kind of evaluation system. We took up as examples two cases evaluating the elderly welfare policy implemented by two local governments, in both of which the author is an external member of the evaluation committee. We analyzed the type of evaluation system constructed by examining the role policy evaluation played in administrative management and the policy-making process. At the same time, we organized operational realities and future issues of the evaluation system. Finally, we clarified the requirements in order to make the evaluation system functional.
