The environmental problem should be defined as a social dilemma from the actor's perspective. If actors do not think the environmental problem as the social dilemma, the factors which have been searched for solving the social dilemma do not have the effect. However, the environmental problem has been defined as a social dilemma from the researchers' perspective for long time. The starting point of this paper is the problem of comprehension of social dilemma including actor's perspective. And the purpose of this paper is to examine the problem of comprehension of social dilemma by using the data of the questionnaire survey conducted in Sendai, Nagoya, Minamata and Kamaishi, paying attention to the characteristics of waste management systems in Japan. The findings from the empirical analysis are as follows. (1) Over 90% of residents in all four cities admit hypothetically that the waste problem have the structure of the social dilemma. (2) 80% of residents contribute to recycling behaviors under each recycling system, and 50% of residents contribute to unforced waste reduction behaviors in all four cities. (3) There exist the residents who admit hypothetically that the waste problem is defined as a social dilemma, but contribute to waste reduction behaviors under present situation. This type of people has the strong values to solve the problem of social dilemma in all four cities.
