Abstract

Houmen-iin (social welfare volunteer) services during the Second World War were forced to conform to national policy. However, the All-Japan Houmen-iin Federation emphasized differences among areas, and used media such as publishing magazines and producing movies to promote their approach to social welfare volunteers. This paper looks at Hideshi Harasaki's thoughts and practices empirically, not only as a pioneer of home-help services, but also as secretary of the Federation of Houmen-iin Services. To this end, we analyzed primary source materials including Harasaki's own handwritten journals and newsletters : "Houmen Jiho". We saw the following points : 1) Harasaki sought true wealth in the strengthening of politics, economy, and thought ; 2) he emphasized a strategy of overcoming disadvantages, rejecting undue emphasis on advantages ; 3) he carried out observation studies in Japan, which clarified the actual social welfare environment in different geographical areas ; and 4) he assigned importance to evidence-based practices by making use of media that depicted situations realistically. Consideration of Harasaki's approach to Houmen-iin services allowed us to highlight his role and accomplishments before the establishment of home-help services.
