90年代の地方女性議員のリクルートメントに関する一考察 ― 神奈川県議会の女性候補者のキャリア･パスを手掛かりに ―

本稿は、1990 年代以降の都道府県議会議員選挙で女性候補者数・当選者数について、その供給源やキャリア・パス、当選者と落選者のキャリア・パスの違いなどを考察することで、都道府県議会での女性議員増加においてどのような要因が働いているかを明らかにする。女性候補者のキャリア･パスに着目するのは、それによって、女性候補者がどのような供給源から登場するのかがわかるだけでなく、政党および有権者がどのような女性候補者を選好しているのか、それらの選好をから当選する女性議員の条件とは何かが明らかになるである。具体的には1987 年から2003 年までの神奈川県議会議員選挙の選挙結果から、各候補者のキャリア・パスを整理し、女性の供給源が主に共産党と神奈川ネットワーク運動に集中していることを明らかにした。共産党は80 年代後半から一貫して、関連する団体を通じたリクルートメントを行っていた。また、ネットは、市町議会議員の経験者を多数候補者に選定する点と他の団体との連携を持っている点で共産党と違っていた。一方、自民党や民主党の大政党も90年代以降の女性議員、女性首長の躍進を踏まえ、女性候補者をリクルートするようになっていった。特に、民主党は設立当初から専門職や議員経験者などの女性を候補者に選定し、選挙ごとに当選者を増やしている。両党の選挙戦略は共産党、ネットの女性議員数が伸びなやんでいるのとは対照的である。都道府県議会で女性議員を増やすためには、即戦力となる専門職や議員経験者の女性をいかに確保するかが各党派にとってますます重要となるであろう。

The aim of this paper is to discuss how female office holders in the prefectural assemblies have been increasing since the latter of the '80s, and to make it clear what kind of political groups has recruited the female candidates and what kind of female candidates have been elected. I examined carrier paths of the female candidates who ran for Kanagawa Prefectural Assembly from 1987 to 2003 by looking through the official papers that report lists and appeals of the candidates, and the results of the elections. I assume that the Communist Party of Japan and the Network Movement in Kanagawa have supplied most of the female candidates in prefectural assemblies. The Liberal Democratic Party and Democratic Party have also recruited several women since the late 1990s and most of them won the elections. I think it is necessary for every political party to keep women who have special work experience or who are former local politicians, in order to increase the number of female successful candidates in the prefectural assemblies.
