Abstract

This study aims to clarify the concept and perspective to make ICT literacy standards for teachers in Japan. Then, the research and a practical trial in Germany are focused on because ICT education for teachers in Germany is different from ICT education for teachers on the countries that speak English. The ICT education for teachers in Germany has the relation close to media pedagogy. The range reaches three dimensions. such as "Operational" , "Cultural" , "Critical". That is, this study aims to get some ideas to make ICT literacy standards for teachers by identifying the influence of media pedagogy on the ICT education for teachers. At first, this study tries to draw the system of teacher education in Germany and a trend on curriculum reform for teacher education in Germany. The next, this study attempts to identify the relationship between the professional standards for teachers and ICT literacy standards for teachers in Germany. Then, this study attempts to clarify the relationship between ICT education for teachers and media pedagogy. Finally, this study tries to get some ideas to make ICT literacy standards for teachers by referring to eL3 project in Germany that develops the ICT education program for teachers using the blended learning system.
