抄録

A gigantic earthquake on October 28, 1891, the Nobi Earthquake, seriously damaged areas in Aichi and Gifu prefectures. This article outlines damage caused by the earthquake and discusses approaches to recovery in western Aichi Prefecture, which was the most seriously damaged area. By analyzing archival documents, this article shows details of damage and social problems caused by the earthquake, including the efforts of merchants to gain unfair profits amid food and timber shortages, issues of disposed timber and evaluations of damage to houses, and the process for distributing donated money to victims. This article concludes how social fairness was secured in the state of emergency that followed the earthquake. Research on diverse aspects of the Nobi Earthquake has grown in recent years. However, many issues remain to be discussed, such as the roles of local administrative bodies and law enforcement agencies, rescue and medical treatment immediately following the earthquake, disputes over tax reductions or exemptions, and the reconstruction of everyday life. A description of the ceremony for the 120th anniversary of the Nobi Earthquake and the geographical distribution of commemoration monuments are included here.
