Abstract

Learning outcomes are one of the keys to quality improvement and information sharing concerning university education and research activities. This research investigated three quality assurance agencies for universities in Japan to clarify how they grasp the universities' learning and/or educational outcomes in their evaluation system. The results show that the agencies are shifting their evaluation framework from "input and process" to "output and outcomes," and promoting the establishment of an internal quality assurance system within the universities based on the outcomes' measurement. These universities should develop their own learning outcome indicators suitable for their mission and purpose, and use them effectively to enhance their quality.
