Abstract

The purpose of this paper is to examine the establishing process of the "town tuitioning" system in the state of Maine of the U.S.A at the beginning of the 20'h century. Influenced by the nationwide secondary education reform movement . the Government of Maine began to improve the high schools and academies education standard from 1893. The first key to the success was the state's financial assistance to each school, municipality and guardian. For the secondary schools these assistance came with the state requirements for the certain leveled curriculum and management size. The municipalities with no standard level high school were requested that they would sent their students to such schools outside, for the tuition aid from the state. The parents who lived in the unorganized territory could also get the full tuition subsidy from the state when their children entered the accredited schools. The excellent students chose the well equipped secondary schools by "tuitioning" while the poor small schools were closing.
