Viewed from development of a town, its neighboring villages were originally necessary for supply of goods. But recently technology has been weakening the connection between them. Especially this tendency is growing stronger in the intermediate and mountainous regions which have such villages, because of population drain, declining birthrate and rapidly aging. On the other hand, people have begun founding the regions important since the environmental problem and their experience of field activities have deeply interested them. Therefore, the author makes use of part of such a region, known as satoyama, which has not been controlled by land system, in order to create a new connection between a town and its neighboring villages. If satoyama is kept in good condition, it will work well in many ways, and be a route to link the town to the intermediate and mountainous regions. In this study, the author suggests the system of agricultural institution where town people can stay, raise some vegetables, and mix with the local people.
