Civil War, Natural Resources, and Democracy : When Do Natural Resources Lead to Civil War?

Paul Collier and Anke Hoeffler argues thatresource wealth increases the motivation ofrebels to accumulate private gains and givesrebel leaders enough funding opportunities toorganize armed groups. Although this hypothesispredicts that the same natural resourcesand the same types of natural resources lead tothe same consequences, there are a number ofcountries that share the same resource profilesand yet have experienced very different historiesof political instability and violence. Thispaper examines how natural resources influencethe likelihood of civil war according todifferent government preferences and domesticinstitutions. In its data analysis, this paper considersthe level of democracy of domesticinstitutions as a conditional variable, not as anintermediate variable, to examine the conditionaleffect of the level of democracy on theconflict–resource link. This analysis yields thefollowing results: (1) The alleviatory effect ofdemocracy on the resource–conflict link tendsto work in non-lootable resource cases. (2)Lootable resources directly, not conditioned bydomestic institutions, affect the risk of the onsetof civil war.
