This paper investigates the transition of legislation regarding supplementary courses (hoshu-ka) in middle schools and its influence during the Meiji era by focusing on two issues in particular: (1) the conscription and the enrollment period of such courses; and (2) the introduction of vocational education. Defined and regulated in Article No. 9 of the Japanese Imperial Ordinance in 1899, hoshu-ka was carried out in middle schools by 1901 (followed by several amendments). We suggest revising the sentence as follows: The findings show that the enrollment period was eventually strictly enforced. However, majority of middle schools refused to add vocational subjects to the curriculum of hoshu-ka. Thus, a curriculum without vocational subjects effectively prepared middle school students for their entrance examinations into advanced schools.
