抄録

本稿は環境社会学において地域環境主義という立場で、環境問題の中でもとりわけ今日的な課題である廃棄物処理問題を追究してきた私たちの研究グループが、中間的ではあるが、その総括としてまとめるものの一つである。 本稿の直接の課題は、長野県を中心として廃棄物処分場問題に取り組んできた各地の住民運動の様々な課題を明らかにし、住民運動が産業廃棄物問題に限らず、様々な環境問題に対する解決の主体として、地域社会の再生の担い手として期待されることを、行政と公共性との関連に即して示すことである。

This is the final report of the reseach for the industrial waste problems in our reseach group. In this report I have the role of the analysis of the social movements toward the industrial waste Institutes, and show the hope that the social movement for the environmental preservation shall make the transformation to the circulative social structure. To realize that hope of this report, I present the character of the industrial waste problems and the roll of the specialists in the communities. And I show the general perspective to the government as the public in modem Japan. But the government is not equal the public. The social solidarity of the specialists to the resolution of the industrial waste problems is, theoretically and practically, the typical and classical theme of sociology .
