Abstract
What is Quality TVET? Through examining the education of the vocation, by the vocation, and for the vocation. What is the Quality Endorsement (or QA) system that supports Quality TVET? Through National Qualifications Frameworks (NQFs) based on competencies and Learning outcomes. This paper presents the model training programme of care workers that is of international applicability based on the results of a pilot project aimed at developing an education and training programme to ensure the necessary size, quality and specialisation of Japan’s aged care workforce in light of the ageing population and diverse aged care needs. We have investigated various approaches such as “outcome-focussed” model in Australia and “dual model” in Germany and discuss the issues regarding their career paths and collaboration with medical staffs during the process of visualization of their vocational levels. Certified care workers as relatively new healthcare-related occupation in Japan are searching approaches as a specialist occupation. On the other hand, they could create conflict with bordering healthcare occupations. Therefore, there is demand for a standardised programme in dialogues with the diverse stakeholders and a tertiary education-level programme to build on practical vocational skills.
