Abstract

In order to clarify policy issues for promoting the public-private partnership in urban municipalities with different scales, we examine the guidelines and plans and their formulation process concerning their partnership policies. The policies are adopted to actively expand the cooperation among the residents, NPOs and the administration, and to improve and promote the environment and conditions enlarging the collaboration among diverse entities. There are problems such as mutual miss-understanding between the residents and the administration, the recognition dissonance of roles of the joint projects and the disorder of responsibility sharing, and then we provide the solutions suitable.
