抄録

It has been presumed that we will get into the Ultra-aging society about in 2025, which has over 65 years old people as over 30% of the total population. And we eagerly expect to continue to live with our own manner in our own community till the last moments even in severe nursing care level.In order to achieve the goal, we desperately need to promote Community-based Welfare, but which is strongly influenced by the social, economic and political issues, life problems of community members, practices resolving them, and age thoughts in the society etc. Therefore, the appearance of Community-based Welfare has been changing according to such periodical situations.And recently this change has been drastically accelerated, so we have not been able to adapt our concepts in Community-based Welfare to the real-time problems, which has made our practice scene confused.My goal of this study is to establish a theory how to promote Community-based Welfare up to date, for which I have briefly described genealogy of the past theories andmethodologies of Community-based Welfare referring to the literatures. And more I have argued the logical validity of putting ʠCommunity Workʡ on the center of the methodology promoting Community-based Welfare in the view of Community-based Welfare Thoughts.And from these works I have gained the result that the basic components of the Community-based Welfare are ① Individual Treatment Support, ② Community Development, ③ Support for the Community and Support by the local resident, which is the concept defined as the border domain of ① and ②.
